Shanghai is a city under construction, which means occasional traffic jams during peak periods. The good news is that there are a number of modern expressways that will be coming online fairly soon. This is expected to make Shanghai one of the best cities in China for traveling by road.
Unless you are adventurous, do not even attempt to travel by public bus. It is only a few American cents for the journey, but they are unbelievably crowded, very slow, and air conditioning is non-existent. The exception is the double-decker bus, which runs up and down HuaihaiR, a main thoroughfare.
